Mr. O'Neill is a partner at Keegan Werlin LLP. He is well known for his vast knowledge of federal, state and local government, expertise in strategic planning and effective crisis management, and close contacts in government and the media. Before joining the firm in 2002, Stephen J. O'Neill worked at the United States Department of State, where he was appointed by President Bush to serve as Chief of Staff to the U.S. Ambassador to Canada. Before joining the State Department, Mr. O'Neill served in the administrations of Governors William F. Weld and Argeo Paul Cellucci. Serving for more than ten years in the Massachusetts Governor's Office, Mr. O'Neill held several posts, including: Chief Policy Advisor, Chief Secretary of the Commonwealth and Chief of Staff to the Governor. Mr. O'Neill directed the appointment of the Governor's Cabinet and Agency Heads, as well as the Governor's Transition Team and all members of state boards and commissions. Mr. O'Neill was also the lead negotiator for the Governor on the state budget, as well as many major legislative initiatives and government reforms. As Chief of Staff, Mr. O'Neill served as the Governor's top advisor, overseeing all daily operations, including managing federal relations, press, legislative, administrative and policy matters. Prior to receiving his Juris Doctor from Suffolk University, Mr. O'Neill completed his Bachelor of Science degree from Merrimack College. He is admitted to practice before the bar of Massachusetts.
